I tried over a white base and gives a lil effect. I think its supposed to go over a black base though. I get the effect you want by using a black base and layering different color pearls on top. I sprayed opaque black, then pearl purple on top of that-how much purple depends on how much you want the black to show through it. Then just lay different color pearls in specific areas, with the brush far enough away to get a nice fade with the over spray.
