I create rattles for my hard baits using a pen housing, 1/16" thick poly carbonate, and 7/32" diameter steel balls. I cut the pen housing to the desired length. I use a 1/4" hole punch to make small discs to use as flush end caps for the housing. The discs are presed into the ends of the housing and can be sealed with super glue.
