I wonder about the unusual(to me)size and shape of the diving bill , is it to overcome the drag force of the bucktail , therefore still let the lure wiggle ?

Diemai, actually, its the other way around. The angle of the lip must be close to the slope of the nose to overcome the tendency of the bait to want to roll because of the "bugged out" eyes I put on the bait. Also the tail acts as both a rudder and way of increasing the length of the profile for the bait.
