Here's one I've been messing around with. It's a combo deal, hard bait with a marabou backside. I've always liked the way a cowgirl tails pulse from the big blades. My idea was to simulate this in a hard bait. :?

I turned the body on the lathe, drilled out the rear, did some shaping then I molded two intakes, one on each side where water gets rammed internally through the body and flows back to a cap that bounces and pushes the water against the grain and pulses the tail.

After some testing it works pretty good but has room for improvement in the pulse action.

This is a great idea. I wanted to make something similar, but thought only to the first part of your idea - the water intakes, and not to the cap which would make the water push the tail. I thought that maybe the water would continue its way through some rubber tubes on each side, providing an erratic action to the lure. I think your idea is better.
