I use my fly tying vise, it clamps tight and you can swivel it around to paint both sides. It also serves double duty when I tie the skirts on my spinnerbaits.
Are you testing them with hooks on or off? the picture dosen't show any hooks on the bait. I am wondering if the weight of the hooks & split-rings is enough to make them sit upright?
I am using Super 77 spray adhesive from 3M. The label states "Bonds many foils, plastics, papers, foams, metals and cardboard."
I spray the adhesive on the lure, let it tack, then place the foil on it.

What type of heat should I use with a drying wheel : I was thinking of using either red heat bulbs or one of those ceramic heaters with the little fan on it.
