The general rule is 10% but you will need to see if any part of the bait or particular action of the bait is patented. If so you will have to be very careful on what you copy. There are some posts on here about the bigger companies going after/shutting down production of certain baits due to the patent infringement.

Another manufacturer you can check into is F.M. Baits. They don't have a website but have been in the business for over 30 years. They produce stick baits and well over 100 others. If interested contact me and I'll get you there information. They specialize in small batch runs usually around 1000 per color per bait depending on the size of the bait.

You can lose money for more than 3 years as long as you show the business is growing. If your business is stagnant and not growing then yes the IRS will change it to a hobby and you cannot take the rightoffs.
Also, in the plastics business I wouldn't worrying about patents or trying to protect "your designs". Anyone can duplicate your bait and only have to change it 10% and be outside your patent. Most people that I have talked to in the business for many years don't mess with it because your willing to put in the money and time to keep people from doing copying your baits its not worth the expense and time to begin with.

There is actually a tool out that many places sell specifically for cleaning out hook eyes. I use this tool after powdercoatting before baking and have no problems. After I clean the eye I have made some hooks that I insert through the hook eye then hang on the racks I've made for the oven. This allows any excess paint to run down the shaft of the hook instead of setting on the head.

We get ours from Crown Label in TN. Ours are vinyl labels so they look better than paper and they are more durable. Price is not bad, I think 5000 is around $150.

Like the others said it all depends on how many labels your wanting. We use Crown Label for all of our labels and the price depends on how many labels you order.
You mentioned you have a name, you need to ensure that nothing on your label has already been copyrighted or trademarked by someone else.

I always dipped as well and never used the white base coat. I've been dipping some baits in vinyl for 3 years now and never had a problem with it sticking or coming off. I dip in the desired color, let it dry and cure for a couple of days then dip in the clear coat.

I know several small companies that use bar codes and it costs them no where near that. They are not using a "Nationally Registered Barcode", they have developed their own using several different programs that range in cost from $300 - $1000. None of these guys sell to your big chain stores and have no plans too. We are probably going to go this route as well since I have no desire to sale to the big stores. They are nothing but trouble. After the original setup costs the bar code labels are averaging 1-2 cents each.
You can come up with your own barcode just like the stores you sale to do and use them for all of your customers.

Don't know of any bags with the zipper slide.
The dimensions of the bags are the outside measurements. If your talking about barrier or laminated bags you will need to subtract 1/2" from the width and 1" from the length for the actual interior measurements. This allows for the seals on the side, bottom and zipper plus hanging hole on the top.

Just an added note to everyone elses statement. I switched from the Poly bags to the barrier bags a couple of years ago. No matter how thick the poly they will still not contain the scent and softness of the baits like the barrier bags will.
Yes they are more expensive but if your selling in my opinion they are well worth it. Even for my own use I use the barrier bags.

If you pay excise tax on all your components do you still have to charge excise tax on jigs or spinnerbaits that you make and sell?
If so, should you not be paying excise tax on your components? It seems if you pay it on components then you shouldn't have to charge it because the IRS is double dipping.
