There's a kit at auto parts stores for refinishing plastic headlight lenses. If you would rather you could get a can of automotive polishing compound, do a buff job with your dremel and finish up with some carnuba wax.

Sounds like you may need to add a shim on the left side. Most probably any copper shim from any manufacturer will work if it fits on the left side.
