You could try it in the bath. It is could help a lot. You shouldn't wait for ice melting.
I've supposed that it is home made lure. If it is Double Cow Girl from manufacturer it should work. They are testing their product.
I've seen that but blades has reaching the skirt anyway and skirt preventing rotation in the water. It will be useful to see whole lure in details. What clevis is used? S- clevis?
According the picture, blades are touching the skirt and it is preventing rotation.
Made shaft longer and create distance between blades and hook with skirt.
Another problem could be the same size of first and second blades.
Try to decrease size of front blade. Is the ball bearing on the right place?
Is the weight of body proportional to blades size?
Submit the picture of hanging lure. It could help to define the problem.

I decide to start from Danville Flat Waxes Nylon 240 and buy some on the e-bay.

They out of this blades for long time.
