I was using another 2 part urethane than went back to what spike it sent me, than that started to peel.

I am using Lure Works vinyl laquer by Spike it and spraying a urethane 2 part top coat over it. the clear coat has started to peel off the bait all the way to the basecoat of vinyl laquer. has anyone had this problem or does anybody have any suggestions?
