Powder Painting Hooks

Hi, I want to try painting hooks similar to these: https://jblures.com/glow-trebles.html Am I best to powder paint using a glow powder paint and then file the hook points? I am not so concerned about the two -tone color look unless someone has an idea for an easy way to do it. Thanks,
