Tubeman
First off it has to be very soft, a no brainer. Secondly, what manufacture are you using. I started off using Lure Craft 536 Super Soft and tinkered with it by adding more softner until I had the right formula. You will notice that the Senko is quite limp right out of the mold, but it will harden up over a few days. This is why it takes awhile to perfect your formula. Make sure you are always writing down the ratios of your mix, its easy to forget . I now use a custom formula developed with the help of Calhoun Plastics. As for salt, the more you add the stiffer the bait becomes. I've found most extra fine grain salts will work, but use the non iodized salt as it smoke less. The key is stiring all the time, my ratio is around 30 % salt to plastisol. Keep at it and you'll get a good mix.

Mercury
Like tubeman said, 25 - 30% is a good average, But some load it up to 40+%. The more salt you have several things occur, THe salt falls to the bottom really fast, ( need to stir and stir) It also thickens the plasic, Takes away from the action, but makes it fall really fast. Shoot for a 25-30% volume of salt, Less problems all around. But feel free to experiment...
Mattlures
There is no sand in senkos! to duplicate a real senko you have to make your own formula based on the materials you are useing. Drop a real senko in water next to one of yours if it sinks faster, then you need to add salt. when you have figured out the correct fall rate you then need to check its action. Again drop a real senko in water next to yours of the same size. Add softner to your mixture until your senko wiggles as much as a real one. Duplicating a real senko is so simple. All you have to remember is salt=sink softner=action period! there are a ton of tips on salt and pouring that I wont get into but as far as a formula or a recipe It is that easy. not every body is using the same plastisol or salt or softner so there recipes may not work for you . Use my formula with your ingredients and you will figure it out. SALT=SINK SOFTNER=ACTION MATT
