I don't really understand how this is supposed to work. Seems somewhat Jitterbug like to me (assuming it floats.) I thought that some of you would be able to shed some light on it for me. It looks like the tail is actually the head and it appeared to have 2 eye hooks in it. He sent a couple more pictures I can add. I would appreciate any further commentary.
