bobv
I usually just sand the finish to get it smooth and repaint. If the bait is really beat up you may need to use a couple different grits to get it smooth again. I was cleaning some Cordell Super Spots recently and put them in iso alcohol to soak. A few hours later when I picked one up, the clear and paint basically fell off. Don't know if this works on other baits but it might be worth a try. The iso alcohol won't mess with the plastic like acetone or some other chemicals will. There are several guys on here that sell blanks. Predator, Vanndalizer, Bustin Bass, as well as some others.
