cadman
Clearcoat the entire head with Devcon 30 minute epoxy or Envirotex Lite. Will definitely make it harder and seal the paint.
Munkin
Are you putting down a primer coat first? The two best ways I have found are to scuff up the blade and paint a primer base coat with some rattle can automobile primer, paint then clear. Option two is to powdercoat the blade but this isn't easy and takes some practice. In the end no paint will hold up to everything just like the spinnerbait head itself. sportsfisher
scuff with scotch brite or sand paper before painting.
