I would begin by using the search function at the top right of the page. There is a vast amount of knowledge right at your fingertips on pretty much anything you can think of pertaining to lure building here at TU. Do some research on things you have interest in and then you can come back and ask specific questions that will most likely get a much better response than asking broad questions. It's much easier to answer specific questions.

What Ben said is correct. You did not even say what type of lure that you want to make. Have a look through the hardbaits gallery and see what you fancy.

You could start off by carving the shape of the lure type that you want, in fact you should carve a few, all the same. Don't bother painting them, as you will be doing a lot of testing at the start. You are going to be adding lead for ballast, eyes for the hooks and line, the eyes could be bought screw eyes or home made twisted eyes or even through wired and probably a lip or bib, depending on the type of lure.

The wood will have to be sealed, to prevent water ingress and finished off with a top coat.

All the text in BOLD is stuff you can start searching and reading up on while you are carving. Sorry if this is not as helpful as you might have been expecting, but such a broad question cannot be answered that easily. Check out the tutorials section too, lots of good information there that will help you get started.
