All you need for that is 22 to 26 gauge wire, and after I make a loop I use 2 pair of pliers to pull tight and make a twist then trim the excess and fold over, no special tools needed if I'm thinking the same as the poster. www.livingrubber.com They sell 24 gauge for skirt tying, $2.50 for 100 feet. And check out youtube and type in "wire tying skirts" and there should be a few videos showing how to do it.
