That looks like it is probably too big. The one I used to have was 3/16" max (I don't remember exactly), so I could core out a pocket in a worm for a rattle. I'm not a smoker, so I've never seen one of those in person. I've always seen the ends of cigars cut off before they're smoked, but not cored. What is the diameter of the cutter shaft? I also use hollow brass rod that I get at Ace hardware and use a dremel with a cone shaped bit to sharpen the inside for punching out label paper for making eyes for crankbaits. Doesn't hold an edge long, but is very cheap and easy to resharpen. They also have hollow stainless which ive tried, but it takes forever to sharpen and doesn't get as sharp as the brass for some reason. comes in a bunch of sizes, one of them should work.
