When will the State Water Board recognize that climate change has altered our weather patterns permanently, and begin planning for it, instead of spending billions trying to close the barn door after the horse has already left? The water you see in the forefront is not actually the river bed. The bed is past the trees in the back. This is the first time I've seen any water in the forefront in over 40 years!
