JOdowd
I was wrong in calling the jig material stencil what I am looking for is Tinsel. the skirt is a normal jig skirt with tinsel added for flash.
WidowMaker
Im sure just about any company that makes finished skirts could produce them for an added cost. If you cant find anyone to do this you may have to produce them yourself. I think the tinsel type material you are refering to would commonly be known as Flashabou Material. When you add it into silicone in order to make a skirt the problem you will most likely encounter is getting it uneven and then trying to straighten it. The rubber collar will grip the tinsel and sometimes it will wrap around the coller. The tinsel has a "high memory" and once it is stretched and or twisted it will not straighten out. The best way i have found to incorporate tinsel into a skirt is to: (1)Make a finished skirt complete with the rubber collar. (2)Hold a full length of the tinsel next to the skirt. (3)Add a second rubber collar to hold the tinsel against the skirt. (4)Use a razer blade to cut loose the first rubber collar. (5)This should result in a even and uniform tinsel skirt.
